Oxnard Business Tax Certificate 2026-27: Professions $307, Retail $134 Base and Home Occupation Rules
Oxnard Business Tax Certificate 2026-27: Professions $307, Retail $134 Base and Home Occupation Rules
Your Oxnard business tax cost depends on your business class. There is no single fee. A consultant, a plumber, a corner market and a restaurant with live music each fall into a different formula. This guide shows you how to identify your class and calculate what you will owe using the city's 2026-27 schedule of rates, which is valid from July 1, 2026 to June 30, 2027.
This is informational content, not legal or tax advice. Oxnard's rates change every July 1, so confirm the current schedule with Business Licensing before you budget or file.
How to get a business license in Oxnard, CA
California has no general statewide business license. The Secretary of State issues none, and the CDTFA seller's permit is not a business license. Most California cities charge a local business tax or registration certificate, and Oxnard calls its version the Business Tax Certificate. Setup usually follows these steps, in roughly this order:
- Form your entity with the Secretary of State. File through bizfile Online at https://bizfileonline.sos.ca.gov/. An LLC files Articles of Organization (Form LLC-1) for $70. A stock corporation files Articles of Incorporation for $100.
- Get your Oxnard Business Tax Certificate. Contact Business Licensing at 214 South C Street, Oxnard, (805) 385-7817, or [email protected].
- Get a home occupation permit if you work from home. Oxnard Planning issues it separately from the tax certificate.
- Register with the CDTFA if you sell taxable goods. The seller's permit is free. Oxnard's sales tax rate is 9.25 percent. Start at https://www.cdtfa.ca.gov/.
- Register with the EDD if you have employees. This registration is separate from the city certificate.
- Get state licenses for regulated work. Trades and professions are licensed by state boards, such as the Contractors State License Board. Contractor work at or above the $1,000 threshold generally requires a CSLB license.
Step one: find your class
Oxnard does not tax everything on gross receipts. Most classes pay a flat amount set by the number of people, employees, units or vehicles involved. Retail and general businesses pay on gross receipts through a tiered table. Professions, vehicles and contractors can choose either method. Find your class in the table below before you run any numbers.
Flat-rate classes for 2026-27
| Class | Flat tax |
|---|---|
| Professions and occupations | $307 for each person practicing the profession, plus $26 per employee |
| Vehicles | $307 per vehicle, or $1,606 per fleet |
| Contractors | $439, plus $26 per employee |
| Manufacturers, processors and freight | $307 up to 5 employees, then $26 each for employees 6 to 10, $16 each for the next 90 (employees 11 to 100), and $10 each above 100 |
| Hotels, motels, apartments and mobile home parks | $307 up to 3 units, plus $26 for each additional unit |
| Short-term rentals | $301 up to 3 units, plus $21 for each additional unit |
| Pawnshop | $883 |
| Secondhand dealer | $394 |
| Bar with entertainment | $2,015 a year, or $87 a day |
| Restaurant with entertainment | $1,342 a year, or $87 a day |
| Branch establishment | $22 |
| Itinerant merchant | $46 a day, $105 a week, $226 a month, $300 a quarter, or $449 for six months |
| Peddlers and solicitors | $46 a day, up to $899 a year |
Gross receipts option and tax tables
A business classed as a profession, vehicle or contractor may elect to pay on gross receipts received in Oxnard instead of the flat rate. Once you elect gross receipts, you cannot go back to the flat rate. Gross receipts exclude beer, liquor and wine sales, sales tax, federal excise tax, and state and federal gasoline tax. A business based outside Oxnard reports only its Oxnard receipts.
Retail and general businesses, including cost of operations, use this table:
| Oxnard receipts | Tax |
|---|---|
| Up to $83,000 | $134 (report receipts, no calculation) |
| $83,001 to $220,000 | $134 plus 0.00140 of the amount above $83,000 |
| $220,001 to $441,000 | $328 plus 0.00084 of the amount above $220,000 |
| $441,001 to $881,000 | $512 plus 0.00070 of the amount above $441,000 |
| Above $881,000 | $821 plus 0.00060 of the amount above $881,000 |
Wholesale businesses, and contractors that elect gross receipts, use this table:
| Oxnard receipts | Tax |
|---|---|
| Up to $83,000 | $168 |
| $83,001 to $220,000 | $168 plus 0.00140 of the amount above $83,000 |
| $220,001 to $881,000 | $360 plus 0.00056 of the amount above $220,000 |
| $881,001 to $2,202,000 | $730 plus 0.00042 of the amount above $881,000 |
| $2,202,001 to $4,406,000 | $1,284 plus 0.00030 of the amount above $2,202,000 |
| Above $4,406,000 | $1,901 plus 0.00025 of the amount above $4,406,000 |
Worked example: a retail business
Suppose your retail business reports $300,000 of Oxnard receipts. That falls in the $220,001 to $441,000 tier, so the tax is the $328 base plus 0.00084 of the amount above $220,000. The amount above $220,000 is $80,000, and 0.00084 times $80,000 is $67.20. The tax is $395.20. A new application adds the $48 processing fee and the $4 state disability access fee, for a first-year payment of $447.20.
What will my Oxnard certificate cost?
Use these formulas to estimate your Oxnard CA business license cost:
- Flat class: Tax equals the class amount plus the per-person or per-employee add-on. For example, a profession with one practitioner and two employees pays $307 plus (2 × $26), or $359 in tax.
- Gross receipts: Tax equals the base for your tier plus the stated rate times the amount above that tier's starting point.
- New application total: Tax plus $48 processing fee plus $4 state disability access fee.
- Renewal total: Tax plus $12 processing fee plus $4 state disability access fee.
Using the professional example, a new application costs $359 plus $48 plus $4, or $411 in total.
Oxnard California home occupation permit
A home-based business needs a home occupation permit from Oxnard Planning in addition to the tax certificate. The city's startup guide describes a one-time permit with these conditions:
- No on-site clients, except one-on-one tutoring
- Operating hours from 7 a.m. to 9 p.m.
- Business use limited to 25 percent of the home's floor area
Check the current rules with Oxnard Planning before you sign a lease, buy equipment or take your first client. These conditions come from a guide and may change. The permit fee is not part of the tax schedule, so confirm it with Planning as well.
Oxnard short term rental business tax
Short-term rentals are a separate class at $301 for up to 3 units, plus $21 for each additional unit. A host with 5 units owes $301 plus (2 × $21), or $343 in tax. The new application total is $343 plus $48 plus $4, or $395.
Do not confuse this with the hotel, motel and apartment class, which pays $307 for up to 3 units plus $26 for each additional unit. Confirm with Business Licensing which class your rental falls under before you apply.
Due dates, penalties and expiration
- Tax is due in advance, on the first day of business or the first day of the anniversary month.
- The certificate expires on the last day of the month before the anniversary month.
- Penalties accrue at 10 percent or $10 per month, whichever is greater, up to 50 percent from the starting date.
Confirm with Business Licensing which anniversary month applies to your business when you apply, and put it on your calendar.
State filings that come with the city certificate
The city certificate is only one piece of your costs. These state charges are separate:
- LLC: $70 for Articles of Organization, $10 to reserve a name for 60 days, and $20 for a Statement of Information every two years. Every LLC organized or registered in 2024 through 2026 owes the $800 minimum annual franchise tax from its first year. The LLC fee of $900, $2,500, $6,000 or $11,790 applies once California-source total income reaches $250,000, $500,000, $1,000,000 or $5,000,000. An LLC whose first taxable year begins in 2027 through 2029 pays $400 in year one, but confirm that amount with the Franchise Tax Board. An LLC cannot render a licensed professional service, so licensed professionals use a professional corporation instead.
- Corporation: $100 for Articles of Incorporation and $25 for a Statement of Information every year. A newly incorporated or qualified corporation or S corporation owes no $800 minimum tax in its first taxable year.
- Late Statement of Information: The Franchise Tax Board assesses a $250 penalty after a Secretary of State notice if the filing is missed.
- Fictitious business name: File with the county clerk-recorder in the county of your principal place of business within 40 days of starting. The statement must be published in a newspaper once a week for four weeks, and it expires after five years. The statutory fee is $10 plus $2 per additional name or owner, but counties charge more and publication is a separate cost. Confirm the county fee with the clerk-recorder.
